Dott. Candela

Dott. Candela Cesare Alessandro Maria

Direttore Sanitario

Typology: Management

The Medical Director meets the requirements set forth in the relevant regional and national regulations and is appointed by the General Director in accordance with the Foundation’s bylaws, with the responsibility of overseeing the organization’s healthcare sector.
The Medical Director, in summary:

  • assists the General Director in ensuring the coordination of the hospital complex’s management;
  • as an integral part of the Strategic Management team, contributes to the fulfillment of the organization’s mission and strategic objectives;
  • oversees, at the strategic level, healthcare services for technical and organizational purposes and provides mandatory advice to the General Director on matters within the scope of authority delegated by law, identifying the demand for healthcare and hospital services for planning purposes;
  • provides guidance, coordination, support, and oversight to the heads of social and healthcare services and promotes the integration of these services;
  • defines strategies and guidelines for the adoption of measures, including extraordinary, contingent, and/or urgent ones.

To fulfill the role assigned to him by law and by this organizational policy document, the Medical Director makes use of the staff units and those within the management structure.
The Medical Director participates in the strategic planning process, performs the functions assigned to his or her authority, and contributes to corporate management by formulating proposals and opinions:

  • a professional who, within senior management, facilitates the process of selecting strategies and actions aimed at the continuous improvement and development of the hospital organization and mediates between budgetary constraints and priorities in responding to patient needs;
  • a bridge between the strategies of Strategic Management and the hospital’s clinical professionals, as a member of the medical staff, capable of conveying to professionals the “meaning” and rationale behind management decisions, as well as of identifying their expectations and contributions to refine those decisions;
  • Director of healthcare service delivery within the organizations, working to plan, organize, and continuously improve operational activities and innovation for the benefit of users, while effectively operating within the framework of regulatory-institutional constraints and economic feasibility;
  • a liaison with external parties, because they play a key role in “boundary spanning”—that is, serving as a point of contact at the “perimeter” of the company with external stakeholders, especially when the relationship involves health-related issues.

Finally, it plays a central role in planning and organizing service levels, service offerings, and the organizational structures necessary to meet healthcare demand—both in terms of quality and quantity—by:

  • sharing the strategic vision with professionals across various sectors, particularly those on the “clinical front lines,” in order to build a consensus aimed at improving organizational and care quality;
  • supervising and coordinating the work of professionals to achieve institutional strategic goals.
