The mission is to optimise operational management mechanisms in order to establish points of reference for overseeing the functions and areas most closely integrated with the other technical departments of the IRCCS and the care pathways followed by patients throughout their treatment journey (bed management, outpatient coordination, booking systems and waiting lists, operating theatres, patient reception, as well as the coordination of major medical technologies and patient logistics). Its objective is therefore to utilise typical operational methodologies to ensure the balanced allocation of shared resources in ways that support horizontal care processes, dynamically coordinating with the various clinical units to ensure the availability of facilities, spaces, equipment and human resources based on their respective needs, whilst simultaneously collaborating on the drafting of shared protocols and performance indicators.

It is a simple structure reporting to the Medical Director.

The department is staffed by healthcare professionals, technical staff and administrative staff who are responsible for planning and managing hospital activities.
The SS develops the following initiatives to optimise resources and integrate pathways managed by the relevant facilities, supporting the Medical Management of the Hospital in the following areas:

  • healthcare aspects of the admission pathway (planning of scheduled admissions and centralised management of waiting lists; management of outpatient booking schedules, management of the centralised surgical pathway);
  • outpatient activities (organisation and management of outpatient services, in terms of services provided, spaces and resources used);
  • bed capacity (monitoring of bed availability for standard inpatient care, including day care, in collaboration with the Bed Manager and the Protected Discharge Centre);
  • operating theatres (monthly scheduling of operating blocks with allocation of operating theatre slots, weekly planning of operating lists, monitoring of surgical pathway performance indicators);
  • Re-engineering and development of telemedicine processes.

These activities are also carried out through:

  • the optimisation of the use of healthcare facilities, such as operating theatres, inpatient wards, outpatient areas and reception areas, thereby maximising capacity;
  • patient logistics, optimising the management of patient flows within the hospital along the healthcare service delivery chain, promoting equitable access to care and adherence to waiting times;
  • the logistics of goods, with the aim of ensuring their efficient and appropriate use, as well as developing initiatives that promote the sharing of available resources and equipment, to be implemented in collaboration with the Medical Directorate, the Healthcare Professions Directorate and Clinical Engineering, with the support of the Enterprise Information Systems and other relevant departments;
  • the optimisation of IT tools in support of clinical activities, contributing both to the improvement of applications currently in use and to the introduction of new tools such as the electronic health record.

Implementation of new organisational models and identification of performance indicators for individual hospital production processes;
Implementation of new operational platforms for operating theatres, diagnostic services and outpatient clinics, including analytical mapping of the organisation’s macro-processes, and the adoption of a lean thinking approach to diagnostic, therapeutic and care processes.
